Valence Technology – Has won a $3.1 million contract to supply the Tanfield Group’s Smith Electric Vehicles with lithium iron magnesium phosphate batteries for their electric trucks.  The company also supplies batteries for Tanfield’s joint venture in the US, Smith Electric Vehicles US Corporation, that makes similar trucks.  Learn more:  Streetinsider.com

Nivel Holdings – At the end of 2009 Nivel Holdings completed their acquisition of Jake’s Carts, a leading provider of lift kits for the golf car market.  The company has become a subsidiary of Nivel Parts.  Learn more:  Golfcarnews.com

Kandi Technologies Corporation –has entered into an alliance with China Potevio/CNOOC New Energy and Power, Ltd. and Tianneng Power International, Ltd with a goal of mass producing electric vehicles. The alliance combines the IT equipment and service of CNOOC, battery production from Tianneng Power International, vehicle production from Kandi as well as governmental support.  Kandi produces the COCO LSV.  Part of vehicle concept focuses on easy battery removal and replacement and battery rentals.  Learn more:  Worldmarketmedia.com

Ameritex – will supply canvas doors for GEM vehicles.  The company is a division of Taylor Made which designs and manufactures windshields.  Ameritex is trying to diversify their business which has suffered from the downturn in the marine industry and is investigating the resort, consumer, recreational vehicle and golf cart industries.

Oklahoma Supreme Court Rules On Electric Vehicle Tax Credit

Oklahoma’s Supreme Court recently ruled that the Garfield County District Court, which had ruled in favor of LSV dealers and customers in October, did not have jurisdiction in the case and vacated that court’s order.  For dealers and customers this means that the Oklahoma Tax Commission’s previous letter rulings on qualified vehicles now apply again.  Some vehicles purchased with the understanding that they would be eligible for the state tax credit are no longer considered eligible.

It appears that the bulk of the rulings by the commission are not in favor of the manufacturers.  For example, the Badboy Buggie XT LSV, the Stealth Patriot LSV, the Fairplay EVE, Fairplay Goat, American Custom Golfcars Hummers H3, American Custom Golfcars Escalade, American Custom Golfcars Roadster Limo and Titan UTV Hunting Buggy do not qualify.  Per the commission they do not qualify because…

The term ‘qualified electric motor vehicle property’ shall not apply to vehicles known as ‘golf carts,’ ‘go-carts’ and other motor vehicles which are manufactured principally for use off the streets and highways.

Some of the vehicles that do qualify include:

  • Most but not all Bigman models
  • Club Car Carryall 2 & 6 LSVs
  • Columbia ParCar Mega Truck models and Summit models with enclosures
  • All the GEM models
  • A few of the Star models
  • Wheego Whip

Comment: When I first spoke with the Oklahoma Tax Commission after their initial ruling they  talked about trying to clarify the law and that revenue concerns were not the issue.  When they appealed the district court’s ruling they noted that the tax credit could cost the state upwards of $40 million. In my opinion they are trying to avoid losing revenue from tax credits. It would be interesting to see, in detail, how they are deciding which vehicles qualify and which ones don’t. – Marc Cesare

GEM Goes Lunar

GEM will be participating in a University of North Dakota project developing the  next generation  lunar  exploration system.  The  university was awarded a three year $741,109 grant by NASA to support the design and development of a three-part system: a lunar rover; inflatable modular habitat units; and a lunar exploration suit. Other companies participating in the project include Boeing Company, Cirrus Aircraft, ILC Dover,  Packet Digital, and Paragon Space Development Corporation.

GEM Electric Vehicles Now Qualify For Plug-In Tax Credit

Global Electric Motorcars (GEM) recently announced that GEM vehicles

…have been certified to the Internal Revenue Service (IRS) for the Qualified Plug-In Electric Drive Motor Vehicle Credit, part of the Emergency Economic Stabilization Act of 2008.

The credit is available for new vehicles purchased in 2009 and applies to models from 2007, 2008 or 2009.  The tax credits by model are as follows:

GEM e2 – $3,751.00
GEM e4 – $3,751.00
GEM e6 – $3,751.00 (with 12-volt batteries)
GEM e6 – $5,002.00 (with 8-volt batteries)
GEM eS – $3,751.00
GEM eL – $3,751.00
GEM eL XD – $5,002.00

It appears that the GEM may also still be eligible for the separate LSV tax credit (10% of price up to $2,500). I will try to confirm this. Learn more:  GEM

Comment: This is a major change in the market as the tax credit will cut the cost of the GEMs significantly, some models in half, for commercial customers looking for utility vehicles and for individuals looking purchasing for personal transportation. For the latter, the vehicles will now be on par or close to the cost of golf cars.  It will be interesting to see if other LSV/NEV manufacturers become certified for the tax credit.  Other manufacturers could be at a distinct disadvantage if they do not qualify for the tax credit as well.  Originally LSVs qualified for the plug-in tax credit then they were excluded and given a separate tax credit. – Marc Cesare

Border Patrol: A sheriff’s office in Maine recently used a Department of Homeland Security grant to purchase a Yamaha Rhino to patrol the border with Canada. The vehicle is used to monitor remote border entrances for illegal drug trafficking and other activity and replaces the use of ATVs. The latter required officers to travel in pairs for safety reasons since the vehicles were not as stable. The grant is part of Homeland Security’s Stonegarden Operation which is sending $60 million to local law enforcement in border states to supplement federal border protection efforts. NEV Tourist Rentals: An Austin, TX entrepreneur has recently launched E-Cars of Austin to provide NEVs around the city for tourists to rent. The rental fleet currently consists of six GEMs that will be placed in various downtown locations and will be available to rent for $30 for one hour or $50 for two hours. The plan is to eventually have two vehicles at each of 10 downtown hotels. Learn more: AustinBusinessJournal

Meter Reading: Silver City, NM has purchased two LSV utility trucks from Miles Electric Vehicles for use by the town’s meter readers.  The meter readers travel around 24,000 miles each year.  Town officials expect to save on maintenance and operating costs over the years compared to the current vehicles being used.  Learn more:  Silver City Sun News

Chrylser Wants To Sharply Reduce The Number Of GEM Dealers

Chrysler will argue in bankruptcy court next week that it should be able to eliminate 64 of 150 GEM dealers.  This represents just over 40% of the GEM dealerships.  According to Chrysler management 26 of the dealers are already closed or winding down operations and many others have only sold a “handful” of vehicles in the past two years. Comment: This development is not too surprising. In recent weeks I  have interviewed a number of NEV dealers for an upcoming study and some of them, not just GEM dealers, have shutdown or put their operations on hold.  The economy has a large part to do with their difficulties as well as misjudging the interest in these vehicles for personal transportation. More Peapod News

A recent interview with Peapod designer Peter Arnell reveals some more information about the vehicle. The first version of the vehicle will be a four-door version with a 10hp motor. A two-door version, called the Twinpod, is coming later in the year and a utility configuration, the Utilitypod, hits the market in April 2010.  Arnell remarks that one of the drivers for their target market of younger purchasers is iPod and iPhone integration.  He also refers to the vehicle as an appliance because it is a “personal transport pod” that can be plugged in.  Learn more:  Treehugger.com

Comment: It will be interesting to see if they can reach the younger market.   In other coverage they have talked about college students as a specific target segment. In a recent interview I had with a dealer that sells NEVs, including the GEM, they thought the Peapod might face tough competition from fully functional vehicles like the Kia Soul that do not cost much more than the Peapod.  However, the dealer thought the speed restricted vehicle might have some appeal to parents purchasing the vehicle for their teenager to use.

I have spoken with an executive of another NEV manufacturer  who also likes to sell their NEV as an appliance, but more in the context of an appliance as part of the typical set of appliances you would associate with a home.  It will be interesting to see if this “appliance” label gains any traction in the market.  mcesare

Peapod Mobility will be taking orders for the Peapod starting on April 22nd, Earth Day.  The electric powered, four passenger  LSV with a top speed of 25 mph will retail for $12,500.  A primary target market for the vehicle is college students.
