In less than three years more than 600 Rhinos have been put into service with first responders through Yamaha’s Law Loan Program and Government Order Program according to a Yamaha press release. The first program loans the side-by-side vehicles and other products free of charge to law enforcement, fire fighters, EMTs, U.S. Border Patrol, volunteer riding groups and others, while the latter program provides discounts to government agencies. Some of the organizations participating in the programs include the: Sunwannee County Fire Rescue of Live Oak, Florida, Clearwater County Sheriff’s Department in Orofino, Idaho, San Angelo Lake & Park Police Department in San Angelo, Texas and Minnesota Department of Natural Resources (DNR) Law Enforcement Division. Wheego Starts Taking Orders for the Whip LSV
Wheego announced yesterday that they have begun taking orders for their Wheego Whip electric vehicle. The LSV is expected to ship in May of this year. Last week’s announcement regarding the launch of their dealership network generated a strong response from potential vehicle buyers as well. According to the company’s press release:
The Wheego Whip is a fully loaded two-passenger automobile with fit, finish and features that compete with any other subcompact car on the market. Remote keyless entry, air conditioning and an mp3 stereo system are standard equipment on the Whip. It retails for under $19,000, and it only costs about 3 cents per mile to operate. There is also a 10% Federal Tax credit on the purchase price of the car as a Low Speed Vehicle in 2009.
Wheego is offering a number of incentives related to the launch of the Whip including special programs for upgrading the vehicles when Lithium ion battery packs or full speed versions of the vehicle are available, as well as cash rebates for referring other customers. Learn more
Bobcat Turns To Polaris To Produce “Work” Vehicles
Bobcat has entered into a strategic alliance with Polaris to co-develop vehicles for the work segment of the utility vehicle market. The first vehicles are expected to hit the market in the latter half of 2010 and replace Bobcat’s 2100, 2200 and 2300 utility vehicles currently manufactured by Club Car. Bobcat and Club Car were both part of Ingersoll Rand before Bobcat was acquired by Doosan Infracore in late 2007. The alliance will help Polaris expand beyond their strengths in the powersports/recreational vehicle segment. Bobcat reports that only 20 of 1,800 Polaris dealers currently sell Bobcat products. The agreement will not have an affect Bob Cat’s Tool Cat line or the Polaris Ranger line. Learn more
Chrysler Creates Separate Subsidiary for Peapod
Chrysler recently created a separate subsidiary, Peapod Mobility, LLC, to market the Peapod, which had been under the GEM brand. The new company is headed up by Chrysler “brand guru” Peter Arnell who helped design the Peapod. The company is targeting the 20 something segment with the vehicle. Arnell recently told Brandweek,
You know how the Beetle was the vehicle of choice for the whole ’60s, the hippie revolution and everything? We’re hoping that this becomes the new-wave car for the younger set as well as addressing mom and her needs with her kids.
The company expects to deliver the first Peapod. a four-seater, in September 2009 followed by a two-seater later in the year and a utility vehicle in the Spring of 2010. Learn more
Comment: If they do produce a utility vehicle what will that mean for GEM which sells a large number of vehicles configured as utility vehicles. It seems like it would put the companies in direct competition. The other question is whether or not NEVs with their limited mobility will appeal to a younger and presumably more mobile market segment.
NEVs Become A Point Of Attack On Stimulus Bill
Numerous blogs and websites are recycling the same political spin in opposition to the stimulus bill. Typically the headline includes the phrase “$300 million for golf carts”. (Here is an example) The story then highlights NEVs from a list of electric vehicle types that would be eligible for federal funding under the bill and conflates NEVs/LSVs with golf carts.
Whether you are for or against the stimulus bill, this is another example of how various media outlets and others are blurring the line between NEVs/LSVs and golf carts. In the past, the blurring has had more to do with vehicle safety issues. In both cases, the blurring is to the detriment of NEV/LSV manufacturers. If this trend continues, NEV/LSV manufacturers may have to more aggressively and clearly delineate the differences between NEVs/LSVs and golf carts in order to protect the generic NEV/LSV brand and their specific brand of NEV/LSV.
Special Edition Gators: Targeting The Enthusiast Market
John Deere recently announced the introduction of Special Edition XUV 620i models available in Midnight Black or Metallic Silver. According to the press release:
The Midnight Black features a carbon-fiber pattern that is professionally applied through the exclusive Final Finish® process for a long lasting and realistic appearance on the hood and steering wheel cover. It also sports premium SLX polymer high gloss black fenders that deliver an automotive painted look in a mold-through color that has superior UV fading and mar resistance. The Metallic Silver Edition includes automotive quality paint on the hood, fenders, cargo box and tailgate.
The new special edition models also feature five-spoke alloy wheels, special 21 inch high-back sport seats, billet aluminum controls and a special edition nameplate on the front fenders. Custom options include adventure lights, a high-performance slip-on exhaust, a heavy-duty brush guard, heavy-duty fender guards, several windshield options and more!
The models are targeting the outdoor enthusiast or what we would call the recreational utility vehicle segment. In particular, the new Gators are for those utility vehicle owners that want to customize their vehicles.
Korean Manufacturer Offers New LSV
CT&T, a Korea based electric vehicle manufacturer, has developed the e-Zone EV low speed vehicle (LSV).
The vehicle comes with a 72 volt electric motor which can be powered by one of three battery pack options, flooded lead acid with a range of 35 miles or two different lithium ion packs with ranges of 45 and 75 miles. The company is establishing an assembly plant in Fiji which will be able to produce up to 10,000 vehicles annually. For North America, CT&T reports it is building an assembly line in conjunction with Royal Laser Mfg. in Toronto, Canada with an annual capacity of up to 15,000 vehicles and a projected start date in March 2009.
In the US the vehicle will be marketed as the CT Series Micro Car by T3 Motion. The company is targeting the public safety and private security markets and has contracted for 4,000 vehicles from CT&T. The deal is reported to be worth $50 million or about $12,500 per vehicle. The company reports orders for 100 vehicles already.

Road Use Regulation Round Up
Cities across the country continue to both pass or reject ordinance regarding LSVs and golf cars. A number of common issues keep surfacing including:
- Safety concerns when mixing LSVs with larger & faster vehicles
- Legality of crossing over state highways
- Allowing golf cars on public roads and grouping these vehicles together with LSVs
On the last point, I believe the LSV manufacturers will need to do a better job differentiating themselves from golf cars. You often hear LSVs/NEVs referred to as “glorified golf carts” or a similar moniker. This only creates confusion and blurs the real safety differences between the two different types of vehicles. This melding of vehicle types and their perceived level of safety, often attributing LSVs with a golf cart level of safety, ultimately makes it harder to pass ordinances allowing LSV use on city streets.
Commerce City, CO – approved revised ordinance allowing the use of NEVs
Deer Park, WA – repealed ordinance allowing golf cars to be operated on city streets
Berthoud, CO – passed ordinance allowing NEVs on the road
Loveland, CO – considering NEV ordinance
Stuart City, FL – failed to pass an ordinance that would allow LSVs and golf cars on designated streets. There were concerns about safety and access because the vehicles cannot cross state highways.
Bismarck, ND – passed ordinance allowing use of LSVs on certain streets
Zion, Il – ordinance allowing the use of LSVs on hold until the city can resolve questions about insurance for the vehicles
Bainbridge, GA – considering ordinance that would allow the use of golf cars on streets
Winter Garden, FL – six month trial period allowing the use of golf cars on city streets
Wausau, WI – the state DOT rejected an ordinance for LSVs, needing to examine state highway crossovers more closely
Canyonville, OR and Ocean City, NJ have moved to forbid the use of golf cars on city streets
NEVs A New Marketing Vehicle
According to a recent article in Brandweek, experiential marketing and design agency Brand Xperience has launched Go Green Mobile Billboard Advertising, an all-electric vehicle fleet that brands can use to market products without emissions or using gas. It is targeting the top 25 metro markets in the beverage, retail, fashion and frozen treat categories with a fleet that currently includes two three-wheelers and three neighborhood electric vehicles (NEVs) transformed into mobile billboards. The vehicles have the added advantage of being able to be used indoors.
