Tata Launches Electric Mini Truck

Indian manufacturer Tata is planning on launching an electric mini truck based on their Ace light commercial vehicle in March 2011.  The UK will be the first market followed by Scandinavia.

The zero emission Ace is powered by an 85 Ah battery that produces 25kW of maximum power and a top speed of 25mph. With only a 25 mile range, on the European Combined Drive Cycle, the Ace EV is designed primarily for use by Local Authorities in town centres, parks and university campuses.

Arboretum Mini-truckThe Secrest Arboretum at Ohio State University now uses a Mag International Electric MAG XC mini-truck instead of a full-sized pickup for general work and maintenance.  While helping to meet the university’s sustainability goals, the vehicles can also access areas a pick-up cannot and produces much less noise, which is a plus for the facilities nature walks, gardening classes and other events.  The only downsides are a less than roomy cab and increased battery drain when used on hilly terrain.  Learn more:  Media-newswire.com

Solar Electric Shuttle – Pelican Bay Foundation recently unveiled their solar electric tram system using vehicles from Eco Trans Alliance and Cruise Cars.  The system uses 40 vehicles to shuttle visitors around the 43 acres of park.  Learn more: PRWeb.com

UK’s ePower Trucks Launches New Vehicle

ePower Trucks based in the UK recently launched the ePower Truck XT320E, a battery powered vehicle with a 1,000 kg payload.  The vehicle features a 13kw battery pack and an estimated range of 60 miles.  Battery packs can be swapped out using a forklift and an additional battery pack can be added to extend the vehicle’s range. The vehicle costs an estimated $47,000 US.

Road Use Regulations Roundup – August, 2010

Some trends in this latest regulation roundup:

  • More public road access for mini-trucks, UTVs and less frequently ATVs
  • More public road access for golf cars which, if it becomes more widespread, could reduce demand for LSVs.
  • Some municipalities rejecting use of golf cars and off road vehicles on public roads because of safety concerns

San Juan Islands, WA – Bill passed state senate that will allow NEVs on roads with speed limits up to 45 mph. In some cases the use of NEVs had been limited because a short drive on higher speed roads were required for local trips.

Nebraska – A bill is moving through the legislature that would allow the use of golf cars or LSVs during daytime on streets with speed limits up to 35 mph.

Wisconsin – Governor signed a bill in March that allows farmers to use light utility vehicles, like Gators, on roadways for agricultural purposes.

Chillicothe, MO – City council passed an ordinance that allows golf cars and UTVs on city streets. Drivers of the vehicles must be insured and registered.

Cedaredge, CO – The municipality which allows NEVs on local low speed roads is considering allowing golf cars as well.

Englewood, CO – The city council is considering a law that would allow LSVs and golf cars on city streets.

Carlton County, MN – The county board approved the use of mini-trucks on county roads.

Highland City, UT – ATVs have been approved for use on city streets. Under city regulations mini-trucks are considered ATVs and were the original impetus for the ordinance.

Lyon County, MN – An ordinance was drafted earlier this year to allow golf cars, ATVs and mini-trucks on some public roads. Permitting of vehicles would be left to local municipalities.

Otter Tail County, MN – Officials are re-examining the use of mini-trucks on country roads. Previously they declined to allow their use.

Williamsville, IL – Considering ordinance allowing the use of golf cars and ATVs on municipal streets.

Creston, IL – Village board is developing an ordinance to allow golf cars and utility vehicles, but not ATVS, on city streets.

Mason City, IA – City council is considering ordinance allowing the use of ATVs on city streets but support is mixed.

Carman, Manitoba, Canada – The town is developing a pilot project to test the use of LSVs on town streets.

Vernon, British Columbia, Canada – The city council rejected a proposed law to allow LSVs on city streets citing safety concerns.

Tampa Bay, FL – Golf cars will remain illegal to drive on public streets on Davis Island.

Clare City, MI – The city council voted to keep a ban against allowing off-road vehicles on city streets. While the county allows their use, municipalities do so on an individual basis and the city council had safety concerns.

Seoul, Korea – In April a law went into effect allowing NEVs on certain designated roads.

EVI Announces $1.5 Million In State Grants For Vehicle Development & Job Training

Last week, Electric Vehicles International (EVI) announced grants to develop two demonstration vehicles and provide job training for new workers. Some new workers will come from the recently closed NUMMI auto plant and suppliers as EVI has an agreement with Kyoho Manufacturing California, an auto parts supplier which shutdown when NUMMI closed.  The grants total over $1.5 million with about two-thirds targeted for the development of two medium-duty pickups for Pacific Electric & Gas and the remainder for job training. EVI currently offers a medium-duty truck, a walk-in van and a light-duty utility vehicle. The company has a number of demonstration vehicles currently out in the field. Learn more: Recordnet.com

Insurance Institute Wants To Restrict LSVs

The Insurance Institute for Highway Safety (IIHS) wants to restrict the use of LSVs on public roads over concerns about crash safety, or have the government review current LSV safety standards.  Based on results from recent crash tests, the IIHS believes the mixing of LSVs with larger , full-functioning vehicles is a recipe for more serious injuries and deaths in vehicle accidents.

The institute recently conducted a number of crash tests including a GEM e2 simulating a side impact with a SUV traveling at 31 mph, a GEM e2 being impacted by a Smart Fortwo and similar tests with a Changan Tiger Star mini-truck.  The institutes’s position is that crashworthy enough to be on the road with larger, faster vehicles.  At the same time, the group cannot point to evidence of  “…large numbers of people being hurt or dying in such crashes.”   Learn more:  Wheels.blogs.nytimes.com

Chrysler Group responds, “GEM vehicles offer customers an inexpensive, clean solution for low-speed environments and comply with (the NHTSA’s) standards for low-speed vehicles, which limit the maximum speed of the vehicle to 25 mph.”

“It’s a grave generalization to say that all LSVs are simply souped-up golf carts,” says Mike McQuary, CEO of Atlanta-based Wheego Electric Cars, which manufactures the Whip LSV. “The Wheego Whip … is a full-functioning, steel unibody automobile that certainly nobody would ever mistake for a golf cart.”

China Market News

A recent report showed strong growth in what is referred to as China’s low speed vehicle market which includes low-speed trucks and three wheeled vehicles.  Compared to the first quarter of 2009, the output of low-speed trucks climbed 6.43% to 142,700 units, while that of three-wheeled vehicles rose 17.45% to 493,000 units.  In both sub-segments the top 10 producers account for nearly 90% or more of the output.  Learn more:  Alibaba.com

CNG Mini-truck Launched In India

Hindustan Motors announced the launch of their compressed natural gas (CNG) powered mini-truck for the Indian market.  The vehicle is based on their existing Winner model and is compliant with the latest emission standards.  Local regulations in Dehli regarding the conversion of diesel powered vehicles is expected to help the company sell 2,000 vehicles by the end of the year in the city.  The  Intraco group of Singapore will sell the vehicle in Bangladesh. The vehicle is considered a light commercial vehicle (LCV) and management expects the market for these vehicles to grow from 240,000 to 450,000 in 2014.  Learn more:  Sindhtoday.com

5 Star Mini Trucks To Market Chinese Brand – 5 Star Mini Trucks of Yukon, OK recently announced an exclusive contract with Shandong Liangzi Power Co. Ltd. of China to market their trucks and set up dealerships around the U.S.  The vehicles are street legal in Oklahoma except on highways and can travel 40 miles on a gallon of gasoline. Road Use Regulations Roundup – February, 2010

Some trends in this latest regulation roundup:

  • A lot of legislative of action at the state level as the new year began
  • More public road access for mini-trucks and UTVs
  • Legislation benefiting LSVs including increasing speed limits, lowering speed limits, removing legislative roadblocks and equipment requirements
  • More public road access for golf cart

Nebraska – A recently introduced bill would permit the use of mini-trucks on all Nebraska roads except interstate highways, controlled-access highways and expressways. The bill also provides definitions for UTVs and mini-trucks. The story notes that mini-trucks would be used not only in rural areas but by lawn service providers in urban areas as well.

Indiana – The Indiana House of Representatives passed a bill which would allow the use of mini-trucks on local roads and state roads if properly titled and registered by the BMV. Mini-truck dealers must also register as a dealer in Indiana. The bill effectively creates a separate classification for mini-trucks which currently fall under the off-road vehicle category which includes UTVs, ATVs and golf cars.

Wisconsin – The Wisconsin Assembly Ag Committee unanimously passed the so-called “Gator Bill” which would allow light utility vehicles to be operated on roadways for agriculture use. The bill is expected to come to a vote shortly.

Mower County, MN – In the last week of December, the Mower County Board of Commissioners approved an ordinance to license and allow mini-trucks on county roads. Under the new ordinance, the mini-trucks are allowed on township and county roads, but cities in the county need to pass separate ordinances.

Santa Rosa Beach, FL – A citizen group is proposing that the speed limit for an 18.5 mile stretch of county road 30A be lowered from 45 mph to 35 mph to accommodate the use of LSVs. There is some opposition to the change.

Wisconsin – A bill working its way through the Senate would give municipalities greater ability to permit neighborhood electric vehicles (“NEV”) on roads that connect to highways or cross state highways without obtaining state DOT approval.

Alaska – The Alaska State Legislature today passed a bill that allows expanded access for LSVs on certain roads in Alaska. The bill will allow low-speed electric vehicles on roads with posted speed limits of 45 mph or less. Current Alaska law only allows these vehicles to operate on roads with posted speed limits of 35 mph or less.

Fresno, CA – The legislative process has been started to allow the city of Fresno to seek permission from the state to develop a neighborhood electric vehicle plan. The plan would clear the way for special lanes, signs and other upgrades required to allow the mini-cars on more city streets.

Utah Utah lawmakers will consider a bill that would allow low-speed vehicles go without a speedometer, odometer and braking for each wheel. According to the story Utah and Louisiana are the only states that require speedometers, odometers and brakes on all four wheels.

South CarolinaA House Subcommittee agreed Wednesday to allow a driver to operate a golf cart up to 5 miles from their home or business as opposed to the current 2 mile limit. The bill moved forward despite opposition from the State Public Safety Director but still has several hurdles to overcome before becoming law.

Dunedin, FL – City officials are looking into allowing golf carts on downtown roadways, in part to pro-actively address future parking problems.
