Sokon USA – After encountering quality issues with their first attempt several years ago under the Mattruck brand, Hal Ferrell and Michael Lewis of Sokon USA have launched a mini-truck based hunting vehicle.  Selling under the brand Sarge, these mini-trucks feature four wheel drive, a 45 hp engine and a 25 mph top speed.  The company claims the vehicles are classified as LSVs and are street legal depending on state and local regulations.

The vehicle, which seats five, is sourced from China based DFM (Dong Feng Motor), a subsidiary of Chongqing Yuan Group and will retail for about $14,500.  In addition to the hunting market, the vehicle will compete against utility vehicles in the construction, turf, ranching, farming and government markets.  Learn more:  Dealernewsblog.com

Mini-truck Based Mobile Grocery Store

Mobile Grocery Store – In Thailand DFM Mini Truck Co is teaming up with  Siam Makro Plc to launch a mobile grocery store concept.  A specially designed vehicle with product inventory will be sold to grocery-store owners for use as mobile grocery stores, restaurants, bakery or coffee shops.  According to reports the trucks will be available in two formats. The counter format allows shoppers to buy products around the truck and the walk-in format allows customers to choose products inside.

The truck and inventory will sell for the equivalent of about $15,000 US and owners will have seven product groups from which to choose.  The companies estimate that owners can break even in one year and expect to initially sell 100 vehicles through a special marketing roadshow that will demo the concept.  The DFM mini-trucks are imported from China.  Learn more:  Bangkokpost.com

Electric Truck Developments

ZeroTruck Corp. – The company’s ZeroTruck, an all-electric zero emission medium duty truck based on the Isuzu N series chassis, was recently added to the GSA schedule for government purchasing. The ZeroTruck features a low cab-forward design, a fully automated transmission, a range u to 100 miles and is fully highway capable. The vehicle is available at Central Truck Center of Landover, Maryland and through select Isuzu dealerships in California, Colorado, North Carolina, and New York. Electric Motor Cars – The company has just introduced a two-seat electric pickup which is based on the Dacia Logan. Dacia is a subsidiary of Renault and the trucks are built in Romania. The company reports the vehicles may be assembled in Florida or Iowa in the future. The pick up sells for $33,950 and van and station wagon versions will also be available. The vehicles are powered by nickel sodium chloride, “ZEBRA” batteries, which will charge in 3 hours on 220 volts or up to 8 hours when powered by 110 volts. The company claims a range of 260 miles and reports that around 100 vehicles will be available in about one month. Currently three dealers distribute the vehicles. Learn more: Trucktrend.com

India Electric Truck Market -Tata Motors, Mahindra & Mahindra, and Reva Electric Car Company are planning to launch electric trucks and passenger carriers in the sub-one-tonne segment. Tata Motors has developed an electric version of the Ace which could debut soon. M&M, likewise, is working on a variant for the recently launched 0.9-tonne Maxximo.  The sub-tonne segment in India numbers 100,000 vehicles annually.  The companies are targeting applications for large shopping mall and residential complexes, airports and  intra-city transport.  While there is no mention of  exporting the vehicles to other markets , previously Tata and GEM announced they were working on an electric version of the ACE for the US.

Road Use Regulations Roundup – December

Some trends in this latest regulation roundup:

  • Continued passage of ordinances allowing  LSVs and/or golf cars on local streets
  • Municipalities considering regulations that will allow the use of LSVs as taxis or rental vehicles
  • Trends towards expansion or restriction, depending on the locality, regarding the use of UTVs and/or mini-trucks on public streets

Illinois – Effective January 2010 Illinois will allow low-speed vehicles on any road with a posted limit of 30 mph or lower, effective January 2010. Previously, individual communities had to adopt laws to permit the use of low-speed vehicles on local roads.

Orting, WA – Passed an ordinance to allow golf cars on city streets as part of a one year pilot program.

Manhattan, KS – Amendment allows citizens may operate golf carts and “work-site utility vehicles” on city streets marked with speed limits of 30 mph or less.

Austin, TX – City officials considering legislation that would allow the use of LSVs as taxis in downtown area.

Austin, MN – Responding to farmer requests, Mower County officials drafted an ordinance that allows the use of mini-trucks on county and township roads.

Ocean City, NJ – City council voted to allow local business to rent out LSVs.

Wisconsin – Two representatives from the state legislature are sponsoring a bill to allow the use of light utility vehicles on some public roads for agricultural purposes.

West Vancouver, CA – City officials pass ordinance allowing NEVs to be used on roads with speed limits of 50 km/hr or less.

Hamlin, West Virginia – Town council approved the changes to the town’s ordinance dealing with ATVs, utility-terrain-vehicles (UTVs) and off-road motorcycles that specifically prohibits the operation of the vehicles on any streets.

Oregon – Rule change requires that as of January 1, 2010 anyone under 18 years old riding in an off-highway vehicle such as a side by side will have to wear a helmet.

Navistar and Modec complete joint venture agreement – Navistar International and Modec completed their joint venture agreement for the production of Class 2c-3 commercial trucks. Smith Electric Vehicles places battery order with Valence Technology – Smith Electric Vehicles placed a $1.4 million order with Valence Technology for batteries to be used in their Newton electric truck being produced in Kansas.  Learn more:  austin.bizjournals.com

Think thinking of Indiana for plant site – Think North America is in negotiations with officials from the state of Indiana and Elkhart County as it tries to decide on where to locate a manufacturing plant.  Besides Indiana, Oregona and Michigan have been on their short list.  Elkhart County is considering ten years of tax abatements to attract the company.  Learn more:  WSBT.com

GM Talking With SAIC About Selling Minitrucks In India

GM is holding talks with their Chinese Partner SAIC Motor Inc. to explore selling Wuling produced minitrucks for the Indan market.  The Wuling minitrucks are sold in China in 0.3 to 0.8 tonne versions.  The Wuling offers GM a faster entry into the market since relatively few modifications of the existing vehicle platform and technology would be required. MSV and Mini Truck State Laws

The Insurance Institute for Highway Safety has compiled information regarding medium speed vehicle (MSV) and mini-truck laws by state. According to the institute Kentucky, Montana, Minnesota, Oklahoma, Tennessee, Texas and Washington currently have MSV laws. Oregon’s law will go into effect at the end of September and Colorado has a law that will be triggered by the US DOT’s setting of MSV standards. The latter may not happen anytime soon:

In 2008 the National Highway Traffic Safety Administration (NHTSA) denied several petitions to create a new class of vehicles known as medium-speed vehicles (MSVs), which would have a top speed of 35 mph. The petitioners asked that MSVs be subject to a set of safety standards greater than those applied to low-speed vehicles (LSVs) but substantially less than those applied to conventional passenger cars. NHTSA denied the petition because unlike LSVs, which are permitted to have a top speed of 25 mph and are intended for use in controlled, low-speed communities, MSVs are traveling in higher risk traffic situations and should comply with all of the safety standards set for passenger cars.

Kentucky, Montana and Colorado’s laws allow for a top speed of 45 mph for MSVs while all the other states with laws allow for a top speed of 35 mph. Learn more: IIHS.org

The following states have mini-truck laws: Arkansas, Florida, Idaho, Illinois, Kansas, Louisiana, Maine, Minnesota, Missouri, North Dakota, Oklahoma, Tennessee, Utah, and Wyoming. There is more variance in the laws for these vehicles since states classify them differently. Some are classified as mini trucks or mini utility trucks and others as utility vehicles, off highway vehicles, or even LSVs or MSVs since some mini trucks are speed restricted although many can go 45 to 55 mph. Top speeds allowed by the vehicles vary from 25 mph to a high of 55 mph, and the types of roads they can be used on vary as well. Learn more: IIHS.org

Unmanned Military Vehicles: John Deere recently demonstrated its R-Gator standalone, autonomous mule, which is based on its M-Gator model at the Army sponsored Robotic Rodeo.

Applications include reconnaissance, patrol, hauling supplies (up to 1,400 lbs.), casualty evacuation, and the “marsupial” capability–namely the ferrying and remote deployment of smaller, specialized robots.

The Robotics Rodeo is sponsored by the U.S. Army Tank Automotive Research, Development and Engineering Center (TARDEC) and by the U.S. Army’s III Corps.  Learn more:  CNET.com

Campus Maintenance: Shenandoah University recently replaced a gas powered maintenance vehicle with a Vantage electric truck.  The electric truck meets LSV standards and is powered by a 72 volt battery system.  The vehicle will be used by the university’s physical plant department for general maintenance and contributes to the goals of reducing the carbon footprint and reaching campus sustainability.  The university expects to save on fuel and maintenance costs while reducing emissions and noise.  Learn more:  Shenandoah University

Zap Announces Military Reorder & Increased Production Schedule

Electric vehicle maker Zap recently announced that the US military has followed up a June order for their Zaptruck XL with a request for eleven more of the vehicles.  The military is ordering five 220-volt fast charging stations as well.  The management also reported that they…

…have been increasing our production and assembly schedules for the past several months and I expect to see even more ramp-up initiatives in the next quarter.
