Previously I posted a story about GEM stating their vehicles qualified for a federal plug-in electric vehicle tax credit. I have since checked on other manufacturers such as Tomberlin, Columbia ParCar and Wheego and they are also claiming their LSVs qualify for the tax credit as well. Columbia ParCar’s website has some good information on the subject. LSVs are apparently eligible for two tax credits in 2009, the larger EESA or plug-in tax credit and the smaller ARRA LSV tax credit, but taxpayers can only claim one for a given vehicle. The EESA tax credit should provide a significant boost to sales of LSVs for the remainder of 2009.

In conjunction with the vehicle announcement, Global Green Cars also announced that they are moving ahead with building a production facility in Kentucky. The state is providing a $15.5 million financial incentive package. According to management,
Global Green Cars is planning to produce first stage vehicles in 2010 in a temporary facility and to scale up to mass production in 2011 in a new facility built to meet anticipated demand for its electric vehicles.
Upon completion of the building, assembly lines and logistical peripheral structures, the new facility in Williamsburg will be capable of producing up to 30,000 electric cars and trucks per year.
GEM Electric Vehicles Now Qualify For Plug-In Tax Credit
Global Electric Motorcars (GEM) recently announced that GEM vehicles
…have been certified to the Internal Revenue Service (IRS) for the Qualified Plug-In Electric Drive Motor Vehicle Credit, part of the Emergency Economic Stabilization Act of 2008.
The credit is available for new vehicles purchased in 2009 and applies to models from 2007, 2008 or 2009. The tax credits by model are as follows:
GEM e2 – $3,751.00
GEM e4 – $3,751.00
GEM e6 – $3,751.00 (with 12-volt batteries)
GEM e6 – $5,002.00 (with 8-volt batteries)
GEM eS – $3,751.00
GEM eL – $3,751.00
GEM eL XD – $5,002.00
It appears that the GEM may also still be eligible for the separate LSV tax credit (10% of price up to $2,500). I will try to confirm this. Learn more: GEM
Comment: This is a major change in the market as the tax credit will cut the cost of the GEMs significantly, some models in half, for commercial customers looking for utility vehicles and for individuals looking purchasing for personal transportation. For the latter, the vehicles will now be on par or close to the cost of golf cars. It will be interesting to see if other LSV/NEV manufacturers become certified for the tax credit. Other manufacturers could be at a distinct disadvantage if they do not qualify for the tax credit as well. Originally LSVs qualified for the plug-in tax credit then they were excluded and given a separate tax credit. – Marc Cesare
Wheego Electric Cars Raises An Additional $1.2 Million
Wheego Electric Cars, maker of the Wheego Whip, recently announced that the company had raised an additional $1.2 million from existing investors. The Whip is expected to be available next month as a low speed vehicle or medium speed vehicle. Next year, after crash testing is completed, the company hopes to sell the Whip as a full speed vehicle. Management expects to sell 1,000 of the LSV/MSV version in the first year as they build up their dealership network to 50 dealers. The vehicle has an MSRP of $18,500 but is also eligible for federal tax credits. Learn more: Atlanta Business Chronicle
Comment: Selling 1,000 of these vehicles in the first year appears to be ambitious given the economy and currently lower gas prices. ZENN recently announced a sharp decrease in sales of their LSV which has a similar price point. In addition, interviews I’ve conducted with electric vehicle dealers for an upcoming study also indicate a poor sales environment. MC
Modec Electric Van Selling Well
Modec recently announced a 100 vehicle order for their all electric urban delivery van. ElecTruckCity, their new distributor based in Paris, placed the order and has already sold 40 of the vehicles to customers. The order is worth about $4.9 million USD or approximately $49,000 per vehicle.
The electric van received EC Whole Vehicle Type Approval allowing it to be sold across Europe without gaining country by country approval. The company is currently seeking government approval to begin sales in the United States. The vans were designed from the start as battery powered vehicles and specifically for urban use. They have a range of 100 miles, a top speed of 50mph and a 4,000 lb payload.
Modec sees great market opportunities for the vehicle as management expects to be producing the vehicle on three continents in five years and reach a total annual production of 50,000 vehicles. Last year 100 vehicles were produced and that figure is expected to increase to 400 in 2009 and 1,200 in 2010. Learn more: Birminghampost.net

In other ZENN news: Based on company press releases, ZENN sold 211 vehicles in 2008 compared to 184 in 2007 despite a sharp drop in sales in the last quarter of 2008 because of problems with a supplier of a drive train component and the economic downturn.
The company also commented on plans to develop a new four passenger LSV platform, the cityZENN, a highway-capable full electric vehicle, and ZENNergy drivetrains in anticipation of the commercialization of EEstor’s energy storage technology. Management reports that they are close to signing an agreement with an OEM as a partner in the development of these initiatives. Learn more: ZENNcars.com
